The part that cools the house (evaporator) absorbs heat from the living space into the refrigerant - which is cooler than the space to be cooled. The heat that is picked up is carried to the outside and the refrigerant now has to be hotter than the surrounding air. (This is called the condenser)The condenser rejects the heat out to the ambient air. the refrigerant is cooled back down in the process and the cycle continues. the problem with rejecting the heat into the space to be cooled seems obvious enough.
